Vacancy: Labour Market Economist / Policy Analyst

In line with the strategic objectives of the Secretary-General, the Directorate for Employment, Labour and Social Affairs (ELS) and its OECD Centre for Skills (SKC),  are the focal points for OECD work on building more cohesive and healthier societies.  This is achieved through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, better health-care systems and good management of migration flows.

The Labour Market Economists and Policy Analysts will carry out analytical and policy-oriented work on skills, labour migration, and labour markets. They will contribute to work to build more resilient and inclusive labour markets and socities across a range of key policy areas, notably on skills development and use, the governance of skills syetems, active labour market policies, migration management and attraction and selection of economic migrants, and the integration of immigrants and their children. The work will involve a mix of analytical and empirical research that is conducted in a dynamic, multicultural environment by teams of highly-qualified and experienced economists and analayts.  Labour market economists and policy analysts will work on a number of outputs, including cross-country analysis and country-specific, tailored policy reviews to support the policy decisions of governments. Projects may have a special focus on vulnerable groups, such as the low-skilled, the long-term unemployed, immigrants and their children.

Main Responsibilities

Analysis

  • Analyse policy-relevant issues in areas such as outcomes in the development and use of skills and their determinants, activation of the unemployed, migration management and international skills mobility, in member as well as non-member countries;
  • Conduct quantitative analysis on labour market developments, migration flows and skills outcomes and assess the impact of policies using national and international microdata from surveys and administrative sources, and draw policy conclusions;
  • Keep abreast of relevant economic policy developments in selected member and non-member countries as well as developments in the relevant academic literature;

Project Management

  • Under the supervision of a Senior Economist or Team Leader,  deliver on agreed outputs (e.g., reports, country visits, workshops, and other events) to a high quality and within deadlines, while effectively and flexibly responding to emerging issues;
  • Oversee the work of junior analysts, statisticians and interns, and manage external consultants;
  • Organise and participate in fact-finding missions, and possibly lead missions to member and non-member countries as required;
  • Support the Senior Economist or Team Leader in developing new project proposals, and help identify fundraising opportunities by liaising regularly with delegates during meetings and through networking at events and conferences.

Dissemination and collaboration

  • Draft reports and publications in collaboration with colleagues and external experts; prepare policy briefs to summarise the conclusions for non-technical audiences;
  • Participate in the general dissemination work of the Directorate, including drafting of briefing material and speeches for senior OECD officials, reviewing and drafting analytical and policy documents, as well as contributing to horizontal and intra-directorate projects as appropriate; represent the OECD at external seminars and conferences;
  • Liaise with delegates in OECD and key partner countries, and develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics.
