DRC is in the process of setting up a mixed migration response in Medenine, which would include asylum seekers, refugees, migrants, returnees and host community members. The response will be multi-sectoral (shelter, NFIs, Protection) and both in and out of centres.
About the job
The Protection Manager will ensure the effective day to day planning, implementation, and monitoring and evaluation of DRC’s programming in the assigned locations. The Protection Manager will ensure technical and operational management of DRC’s intervention through case management (including strengthening referrals and providing response), and training components, in both quality and delivery, in line with the agreed projects, ensuring the protection context is well understood and the programme adapted to ensure mitigation of risks and response to protection concerns.
The Protection Manager will play a key role in capacity building and mentoring Protection staff and potential partner staff on Protection standards, tools, approaches and communicating effectively with affected populations. The Protection Manager will also contribute to the development of DRC’s strategy and develop Protection related proposals and engage with other protection actors within the protection sector to ensure effective coordination and collaboration externally and internally.
To lead this work, DRC is looking for candidate with the required energy levels, ambition and experience to supervise a strong team and ensure DRC continues to be a leading voice in protection mainstreaming, integration, protection advocacy and coordination. The Protection Manager will be based in Medenine but with travel across the district, primarily focusing on protection monitoring, protection mainstreaming (especially complaints and feedback mechanisms for increased accountability) and psychosocial support through psychological first aid, referrals and follow up.
- Strategic vision and supervision of the protection program in Southern Tunisia
- Taking a leading role in drafting protection-oriented advocacy notes, concept notes and project proposals
- Ensuring implementation of protection mainstreaming/integration guidance
- Implementation of approaches to Protection information management systems
- Support the set-up and maintenance of referral pathways at regional and national level through MoUs
- Coordinate the use of protection monitoring tools (Survey CTO/Excel/Power BI) and, where needed, develop additional tools to support protection monitoring work
- Facilitate trainings for DRC staff, partners and other stakeholders on psychological first aid, monitoring, accountability to affected populations and other key protection concepts
- Ensure compliance with information sharing protocols and oversee all databases/follow up requirements for referrals
- Ensure mainstreaming and integration of protection in DRC programs including shelter, NFI and cash distributions both directly and through implementing partners
- Maintain overall budget and procurement oversight to ensure that budget forecasting and expenditure is completed as per contractual obligations
- Liaise with the M&E department to develop an M&E plan for protection activities, develop the community feedback mechanism, map lessons learnt and identify opportunities for evaluations and quality improvement.
- Responsibility for ensuring that donor reports on protection outputs and activities in the South are completed according to specified internal timelines.
- Providing leadership on durable solutions programming and advocacy
- Together with the Area Manager, coordinating and liaising closely with UNHCR, IOM (I)NGOs and other stakeholders to ensure a participatory, transparent and coordinated approach
- Ensure coordination of protection activities and trainings within the Mixed Migration Working Group
- Ensure Protection representation within the Protection Working Group in Tunis and other technical groups
To be successful in the position you should meet the following requirements:
- University Degree in law, international law, international relations, political science, social work or similar
- Minimum 5 years international experience implementing and developing Protection programs in emergency and/or mixed migration environments
- Demonstrated ability to conduct trainings on protection and human rights topics, including staff training
- Demonstrated intercultural sensitivity and motivation
- Experience of information data management, utilizing databases and platforms
- Experience with M&E tools
- Experience managing a diverse portfolio of protection activities across a range of projects
- Experience of managing complex budgets across a portfolio of projects and being responsible for financial follow up and expenditures
- Ability to work in a deadline driven environment and undertake a proactive approach
- Passionate about the job, high flexibility and ability to adjust to changes
- Fluency in English and French. Arabic would be an additional asset
