Consultant for Proposal Development & Dissemination Strategy

 BACKGROUND 

The European Commission has released a Call for Proposals entitled, EU Support to Economic and Political Studies in the Southern Neighbourhood.1 ‘The global objective of this call for proposals is to contribute to an increased awareness and evidence-based policy making of regional and national actors in relation to Neighbourhood Policy in the Southern Mediterranean region.’ In particular, proposals should aim to: 

1 Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine*, Syria** and Tunisia. *This designation shall not be construed as recognition of a State of Palestine and is without prejudice to the individual positions of the Member States on this issue. **The EU suspended all its bilateral cooperation with the Government of Syria and its participation in regional programmes in 2011. 

1. “To foster evidence-based research policy dialogue and research in the priority areas of economic development, security and migration

2. Based on peer-to-peer work, to build the analytical and research skills and capacities in Southern Neighbourhood countries. Each action should seek to strengthen cooperation between research networks, think-tanks, universities, academia, policy makers, civil society, non-governmental organisations and the private sector. 

3. To have a strong outreach component and wide dissemination of research results to stimulate policy debate with national policy-makers, EU institutions, and other relevant stakeholders.” 

Mixed Migration Center North Africa (MMC NA) seeks the services of a consultant to take the lead in writing and developing an evidence-based proposal for this call, due on 2 September 2019

OBJECTIVE 

The consultant will take the lead in writing and developing a high-quality, evidence-based bid for a cross-regional research program that directly engages with policy and practice and is flexible and innovative in its design to meet the challenges of working in contexts that are highly dynamic and afflicted by conflict and crisis. As part of this process, the consultant will be expected to conduct a stakeholder mapping and design both a regional dissemination strategy and local capacity building strategy. The consultant will also coordinate the proposal development process by working with technical experts/teams, funding and finance staff and senior/regional management within MMC NA, the North Africa Regional Office of the Danish Refugee Council (DRC), and DRC country offices in North Africa as well as proposal co-applicants and affiliates. 

SPECIFIC TASKS 

The purpose of this consultancy is to: 

 Lead and Coordinate the process of proposal development 

 Conduct a stakeholder mapping; and design, draft, and lay the groundwork for a Dissemination Strategy and a Local Capacity Building Strategy for MMC NA and DRC NARO, which extends beyond the scope of the proposal and which MMC and DRC can implement from September 2019. 

 Lead the writing of the proposal 

 Develop the financing and budget to ensure they are in line with the proposed research, dialogue, capacity building, and dissemination and donor requirements. 

 With senior management, review the final document and incorporate feedback. 

 Participate in roundtables and presentations related to the proposal, dissemination strategy, and/or local capacity building strategy. 

DESIRED PROFILE 

 Proven-track record of grant writing and development and in successful bids 

 Specific expertise in drafting and securing large-scale and multi-partner EuropeAid / European Commission grants 

 Expertise in the field of migration strongly preferred 

 Experience in the North African region preferred 

 Excellent organization and coordination skills among partner organizations 

 Excellent communication and writing skills in English required 

 Excellent communication and writing skills in French desired 

METHODOLOGY 

The consultant is expected to use a combination of desk research, stakeholder mapping and possible stakeholder interviews (primarily remote, depending on location), and coordination with MMC North Africa, DRC North Africa Regional Office, DRC Country Offices staff in North Africa, co-applicants and other key actors. Working from the DRC NARO office in Tunis is preferred

2. A dissemination strategy 

3. A local capacity building strategy 

4. A design for a regional research program that directly engages with policy and practice, which shall serve as the core of the proposal 

5. High-quality, timely, and successful final proposal 

6. Participation in roundtables and/or meetings related to proposal 

TIMEFRAME 

Starting data as soon as possible. 

10-12 weeks between Early July – Mid October 2019, to be present during annual review meetings.
