The New Pact on Migration and Asylum constitutes a set of regulations and policies to establish a new migration and asylum process for the European Union. After its presentation by the European Commission in September 2020, the European Parliament and the Council reached an agreement on the Pact in December 2023. Following the adoption of the Pact in April 2024, marking the conclusion of the legislative process, attention has turned to implementing and operationalising the new legislation.
In this context, the European Commission – following the Transitional Provisions included in several instruments of the Pact – is tasked with proposing a common implementation plan to the Council to ensure that Member States are adequately prepared to implement the Pact Instruments. Based on this common implementation plan, each Member State shall, with the support of the European Commission and relevant Union agencies, establish a national implementation plan setting the actions and the timeline for their implementation.
This EMN Conference intends to present the work done by the European Commission and the Belgian Presidency of the Council of the EU to operationalise and implement the New Pact on Migration and Asylum, while, at the same time, launching the debate on the upcoming steps to make the New Pact a reality.
This Conference is hosted by EMN Belgium together with its partners the Office of the Commissioner General for Refugees and Stateless Persons (CGRS), the Federal Agency for the Reception of Asylum Seekers (Fedasil),the Immigration Office, and the Federal Migration Centre (Myria), and is funded by the European Union.
